University Grant Commission (UGC) – Statutory body for university education

I hope everyone is aware about UGC and after the lock down and pandemic situation it has  been in news for different reason  like preparing  plans and procedures for the new academic session ,conducting the classes ,reopening of  colleges and finally conducting exams for university students .So in this blog I will explain you things about UGC.

UGC and Its establishment:

* The developmental activities related to education and universities were started in the British ruling and Bombay, Madras and Allahabad universities were established.

* In subsequent times many recommendations were made and in 1948 under the chairmanship of Dr.S.Radhakrishnan the decision was taken to form UGC on general model of UK.

*In 1952 the central government decided to form a commission for the fund and grants to the universities and institutes  of higher learning /education.

*In 1953, 28 th December it was inaugurated and in November 1956 it was formally established as statutory body through parliamentary act and it works under the Ministry of Human Resource Development (HRD)

* Initial aim was coordination, determination and maintenance of standards of university education in India.

* The head office is in New Delhi with six regional offices located at Pune, Hyderabad Bangalore, Kolkata, Bhopal and Guwahati.

 Organizational structure:

UGC comes under the HRD ministry department of higher education .The UGC committee consist of Chairman, vice-chairman, Secretary and other members at present there were total 8 members were there in UGC committee .

Function:

* If any University wants grants then the UGC was the only grant giving agency in the country.

* It was providing funds to the universities for the different activates by regular evaluation.

* Coordination, determination and maintenance of standards in institutions of higher education.

* It also provides the fellowship/ scholarships to the students, research fellows

Mandates: 

* It involved in coordinating, promoting, determination and maintaining standards in teaching, examination and research in the universities.

* It also involved in formulating rules and regulation for the minimum standards of education in the universities.

* Related to the higher learning it acts as link between the central and state governments.

* It can advise the state and central government   the betterment and improvement of university education.

Powers/ Regulations:

From time to time ugc has brought many regulation it may be related granting the funds to universities to cancelling grant of the universities by the regular inspection.

* It can advise the central and state governments regarding the development and improvement of the university education.

* It can advise any authority for the establishment of any new universities.

* It also has regulation on fees and donation in certain cases in universities.

* It also has the rights to confer the different degrees in the universities.

*It also make the rules regarding minimum qualification of the teaching staff in the universities.

* Types of Universities controlled by the UGC:

1. Central Universities or union universities are established by the parliamentary acts.

2. State universities run by the states and union territories and established by the assembly acts.

3. Deemed or deemed to be universities having the autonomy status.

4. Private universities approved by the UGC.

 Apart from this UGC also look at the fake universities and it has released the list of fake universities operating in India and not allowed them to confer any degrees.

*UGC along with CSIR conduct national level exam Known as NET for the appointment of teachers in colleges and universities.

* The popular autonomous statutory institutions like AICTE, ICAR BCI, MCI, PCI, VCI etc. will give the accreditation for the universities under their respective fields .So for the universities under these council it’s not mandatory to get ugc approval as they get grants from different state or central governments or any agency or departments .But UGC has role in establishing all universities. After establishing universities they should get registered under it.

*Even UGC allowed the distance education and IGNOU is registered under UGC and the degrees were valid.

Latest UGC guidelines:

On 6th July UGC has released new guidelines regarding conducting the final year examination by September 30, 2020.

UGC statement about exam:

* Facing so much opposition from the student’s community and from their parents UGC stated that universities should conduct the final year in online or off-line or blended mode by the end of September 2020. In defense it stated that it is necessary to conducted final year exam for the future benefits of the students. It also released standard of operation (SOP) for conducting exam.

* It has also given example of foreign universities who were conducting exams in this pandemic situation.

Students /Parents Concern:

* Students said that the guidelines should be advisory in nature and it should give authority to states for the conducts of exams.

* There concern was many of students and their family members were become infected, so its not feasible them to attain the exams.

* Movement of students from north –eastern states and remote areas were also problematic.

*As virus is spreading in cites parents concern over it and also the PG/accommodation were also not properly available or limited   availability with more cost.

*Transportation facilities railways, airways are also available on limited routes so it’s difficult for all students to travel by their own vehicles.

Regarding this matter many students organization approached the Supreme Court for cancellation of exams. UGC also collecting the decisions of different universities. HRD minister also said that they are looking at the student’s reaction over it. Supreme Court is yet to take decision on it.

So basically UGC is an advisory body but it has powers to make rules and regulations relating to the higher education in universities as per the UGC Act 1956.UGC has enhanced the education quality and facilities in different universities by providing grants to them for different activities. Even it has formed many committees for regular evaluations and to get feedbacks from the universities.      

 Note: if any dispute or disagreement between the UGC and Central government ,the decision of the central government will be final one as UGC is advisory in nature to the central government.
